Peking, December 7, 1906. I AM informed by my Japanese colleague that the Japanese Ambassador in Paris was recently approached by the French Minister of Finance with a view to securing for the Chinese Central Railways financial participation of Japanese. The Japanese Government had instructed Mr. Hayashi to ascertain from me the present state of the Central Railways' negotiations and the lines for which the Company are negotiating.
My French colleague has also been approached on this subject, and is in telegraphic communication with his Government.
